Eurabia?By NIALL FERGUSON

In the 52nd chapter of his ''Decline and Fall of the Roman Empire,'' Edward Gibbon posed one of the great counterfactual questions of history. If the French had failed to defeat an invading Muslim army at the Battle of Poitiers in A.D. 732, would all of Western Europe have succumbed to Islam?

''Perhaps,'' speculated Gibbon with his inimitable irony, ''the interpretation of the Koran would now be taught in the schools of Oxford, and her pulpits might demonstrate to a circumcised people the sanctity and truth of the revelation of Mahomet.''

When those words were published in 1788, the idea of a Muslim Oxford could scarcely have seemed more fanciful. The last Muslim forces had been driven from Spain in 1492; the Ottoman advance through Eastern Europe had been decisively halted at the gates of Vienna in 1683.

Today, however, the idea seems somewhat less risible. The French historian Alain Besancon is one of a number of European intellectuals who detect a significant threat to the continent's traditional Christian culture. The Egyptian-born writer Bat Yeor has for some years referred to the rise of a new ''Eurabia'' that is hostile in equal measure to the United States and Israel. Two years ago, Pat Buchanan published an apocalyptic book titled ''The Death of the West,'' prophesying that declining European fertility and immigration from Muslim countries could turn ''the cradle of Western civilization'' into ''its grave.''

Such Spenglerian talk has gained credibility since 9/11. The ''3/11'' bombings in Madrid confirm that terrorists sympathetic to Osama bin Laden continue to operate with comparative freedom in European cities. Some American commentators suspect Europeans of wanting to appease radical Islam. Others detect in sporadic manifestations of anti-Semitism a sinister conjunction of old fascism and new fundamentalism.

Most European Muslims are, of course, law-abiding citizens with little sympathy for terrorist attacks on European cities. Moreover, they are drawn from a wide range of countries and of Islamic traditions, few of them close to Arabian Wahhabism. Nevertheless, there is no question that the continent is experiencing fundamental demographic and cultural changes whose long-term consequences no one can foresee.

To begin with, consider the extraordinary prospect of European demographic decline. A hundred years ago -- when Europe's surplus population was still crossing the oceans to populate America and Australasia -- the countries that make up today's European Union accounted for around 14 percent of the world's population. Today that figure is down to around 6 percent, and by 2050, according to a United Nations forecast, it will be just over 4 percent. The decline is absolute as well as relative. Even allowing for immigration, the United Nations projects that the population of the current European Union members will fall by around 7.5million over the next 45 years. There has not been such a sustained reduction in the European population since the Black Death of the 14th century. (By contrast, the United States population is projected to grow by 44 percent between 2000 and 2050.)

With the median age of Greeks, Italians and Spaniards projected to exceed 50 by 2050 -- roughly 1 in 3 people will be 65 or over -- the welfare states created in the wake of World War II plainly require drastic reform. Either today's newborn Europeans will spend their working lives paying 75 percent tax rates or retirement and ''free'' health care will simply have to be abolished. Alternatively (or additionally), Europeans will have to tolerate more legal immigration.

But where will the new immigrants come from? It seems very likely that a high proportion will come from neighboring countries, and Europe's fastest-growing neighbors today are predominantly if not wholly Muslim. A youthful Muslim society to the south and east of the Mediterranean is poised to colonize -- the term is not too strong -- a senescent Europe.

This prospect is all the more significant when considered alongside the decline of European Christianity. In the Netherlands, Britain, Germany, Sweden and Denmark today, fewer than 1 in 10 people now attend church once a month or more. Some 52 percent of Norwegians and 55 percent of Swedes say that God did not matter to them at all. While the social and sexual freedoms that matter to such societies are antithetical to Muslim fundamentalism, their religious tolerance leaves these societies weak in the face of fanaticism.

What the consequences of these changes will be is very difficult to say. A creeping Islamicization of a decadent Christendom is one conceivable result: while the old Europeans get even older and their religious faith weaker, the Muslim colonies within their cities get larger and more overt in their religious observance. A backlash against immigration by the economically Neanderthal right is another: aging electorates turn to demagogues who offer sealed borders without explaining who exactly is going to pay for the pensions and health care. Nor can we rule out the possibility of a happy fusion between rapidly secularized second-generation Muslims and their post-Christian neighbors. Indeed, we may conceivably end up with all three: Situation 1 in France, Situation 2 in Austria and Situation 3 in Britain.

Still, it is hard not to be reminded of Gibbon -- especially now that his old university's Center for Islamic Studies has almost completed work on its new premises. In addition to the traditional Oxford quadrangle, the building is expected to feature ''a prayer hall with traditional dome and minaret tower.''

When I first glimpsed a model of that minaret, I confess, the phrase that sprang to mind was indeed ''decline and fall.''

So until then, I think most Americans can see the moral differences in the present struggle.

If the Palestinians wish to hold periodic and open elections, establish an independent judiciary, create a free press, arrest murderers, subject their treasury to public scrutiny, eschew suicide murdering, censure religious leaders who call for mass murder, embrace non-violent dissidents, extend equal rights to women, end honor killings, raise funds in the Arab world earmarked only to build water, sewer, transportation, and education infrastructure, and pledge that any Jews who choose to live in the West Bank will enjoy the same rights as Arabs in Israel, then they might find Americans equally divided over questions of land and peace.

But all that is a lot of ifs. And so for the present, Palestinian leaders shouldn’t be too surprised that Americans increasingly find very little in their society that has much appeal to either our values or sympathy. If they continually assure us publicly that they are furious at Americans, then they should at least pause, reflect, and ask themselves why an overwhelming number of Americans—not Jewish, not residents of New York, not influenced by the media—are growing far more furious with them.

Fallujah
A reminder of what the future might look like if we fail.

There must be a temptation, when confronted with the Dantesque scenes from Fallujah, to surrender to something like existential despair. The mob could have cooked and eaten its victims without making things very much worse. One especially appreciated the detail of the heroes who menaced the nurses, when they came to try and remove the charred trophies.
But this "Heart of Darkness" element is part of the case for regime-change to begin with. A few more years of Saddam Hussein, or perhaps the succession of his charming sons Uday and Qusay, and whole swathes of Iraq would have looked like Fallujah. The Baathists, by playing off tribe against tribe, Arab against Kurd and Sunni against Shiite, were preparing the conditions for a Hobbesian state of affairs. Their looting and beggaring of the state and the society--something about which we now possess even more painfully exact information--was having the same effect. A broken and maimed and traumatized Iraq was in our future no matter what.

Obviously, this prospect could never have been faced with equanimity. Iraq is a regional keystone state with vast resources and many common borders. Its implosion would have created a black hole, sucking in rival and neighboring powers, tempting them with opportunist interventions and encouraging them to find ethnic and confessional proxies. And who knows what the death-throes of the regime would have been like? We are entitled, on past experience, to guess. There could have been deliberate conflagrations started in the oilfields. There might have been suicidal lunges into adjacent countries. The place would certainly have become a playground for every kind of nihilist and fundamentalist. The intellectual and professional classes, already gravely attenuated, would have been liquidated entirely.

All of this was, only just, averted. And it would be a Pangloss who said that the dangers have receded even now. But at least the international intervention came before the whole evil script of Saddam's crime family had been allowed to play out. A subsequent international intervention would have been too little and too late, and we would now being holding an inquest into who let this happen--who in other words permitted in Iraq what Bill Clinton and Madeleine Albright and Kofi Annan permitted in Rwanda, encouraged by the Elys?e.





Prescience, though, has now become almost punishable. Thanks in part to Richard Clarke's showmanship (and to the crass ineptitude of the spokesmen for the Bush administration) it is widely considered laughable to have even thought about an Iraqi threat. Given Saddam's record in both using and concealing weapons of mass destruction, and given his complicity--at least according to Mr. Clarke--with those who bombed the World Trade Center in 1993 and with those running Osama bin Laden's alleged poison factory in Sudan, any president who did not ask about a potential Baathist link to terrorism would be impeachably failing in his duty.
It's becoming more and more plain that the moral high ground is held by those who concluded, from the events of 1991, that it was a mistake to leave Saddam Hussein in power after his eviction from Kuwait. However tough that regime-change might have been, it would have spared the lives of countless Iraqis and begun the process of nation-rebuilding with 12 years' advantage, and before most of the awful damage wrought by the sanctions-plus-Saddam "solution." People like Paul Wolfowitz are even more sinister than their mocking foes believe. They were against Saddam Hussein not just in September 2001 but as far back as the 1980s. (James Mann's excellent book "Rise of the Vulcans," greatly superior to Richard Clarke's, will I hope not be eclipsed by it. It contains an account that every serious person should ponder.)

I debate with the opponents of the Iraq intervention almost every day. I always have the same questions for them, which never seem to get answered. Do you believe that a confrontation with Saddam Hussein's regime was inevitable or not? Do you believe that a confrontation with an Uday/Qusay regime would have been better? Do you know that Saddam's envoys were trying to buy a weapons production line off the shelf from North Korea (vide the Kay report) as late as last March? Why do you think Saddam offered "succor" (Mr. Clarke's word) to the man most wanted in the 1993 bombings in New York? Would you have been in favor of lifting the "no fly zones" over northern and southern Iraq; a 10-year prolongation of the original "Gulf War"? Were you content to have Kurdish and Shiite resistance fighters do all the fighting for us? Do you think that the timing of a confrontation should have been left, as it was in the past, for Baghdad to choose?





I hope I do not misrepresent my opponents, but their general view seems to be that Iraq was an elective target; a country that would not otherwise have been troubling our sleep. This ahistorical opinion makes it appear that Saddam Hussein was a new enemy, somehow chosen by shady elements within the Bush administration, instead of one of the longest-standing foes with which the United States, and indeed the international community, was faced. So, what about the "bad news" from Iraq? There was always going to be bad news from there. Credit belongs to those who accepted--can we really decently say pre-empted?--this long-term responsibility. Fallujah is a reminder, not just of what Saddamism looks like, or of what the future might look like if we fail, but of what the future held before the Coalition took a hand.

Inelegant Lies
Making sense out of mullahs

To underline one of my favorite themes, notice that Deputy Defense Secretary Paul Wolfowitz's arrival in Iraq last week was, as usual, welcomed by massive suicide bombings, this time in the north. At least sixty Kurds were killed in Irbil by simultaneous attacks on the two big political parties, and hundreds were injured, some of whom will likely die. This sort of message — you come, we kill you and your allies — is well understood in the Middle East, although not so well back here. Last time he was in Iraq, they tried to kill Wolfowitz, when he was unaccountably put in one of the terrorists' favorite target areas, the al Rasheed hotel in Baghdad.


Anyway, Agence France Presse quoted Mr. Tachlo Khodr Najmeddine, the official spokesman for the Patriotic Union of Kurdistan — the attractively acronymned PUK — as convinced that Iran was involved. "We (the two Kurdish groups) have a common enemy: the terrorists who come from Iran and other countries, and we must face them."

On January 29, our excellent General Ricardo Sanchez, the commander of Combined Joint Task Force 7, said that "al Qaeda's fingerprints have been here in Iraq (for months)." He said that their methods had been evident at least since the suicide attacks against the Italian carabinieri in Nassiriyah last November.

Apparently nobody thought to ask him from which planet the terrorists had entered Iraq, although Mr. Najmeddine had undoubtedly shared his concerns with the leader of Task Force 7. In any event, General Sanchez knows full well where the operations are staged, for he named Abu Musab Zarkawi as the ringleader, and Zarkawi has long worked out of Tehran (and briefly from Baghdad, according to Secretary of State Powell's presentation to the United Nations Security Council on the eve of Operation Iraqi Freedom).

Not that Iran limits itself to organizing suicide missions. The pattern is, in fact, distinctly multicultural: They send non-Iranians to blow themselves up, but their own people get easier duty. On February 2, an Iranian and an Afghan were arrested planting bombs in a major oil refinery in Baghdad. And, in darkest Africa: "An Iranian has been arrested by Nigerian police for taking photographs of what they say are strategic buildings in the capital, Abuja." Iranians — including official diplomats — have previously been caught taking pictures of Jewish community centers in London, and the New York City subway system. While Iranians are brilliant moviemakers, it is unlikely that these guys were planning to enter an artistic competition.

These are the gentle souls with whom our diplomats and a handful of their willing handmaidens in Congress wish to "improve relations." One can only imagine the negotiations that have already taken place, the only results of which have been broken Iranian promises regarding al Qaeda terrorists "held" in Iran and concerning the ongoing Iranian nuclear program. The mullahs are not models of consistency. Just the other day, President Mohammed Khatami delivered himself of a line worthy of George Orwell at his finest. "We have reached a deadlock with the Guardians Council regarding the qualifications of candidates" he was quoted by the official news agency, the student news agency and several other media outlets. But a few hours later his office produced the Orwellian masterpiece:

"In the official and quotable comments of the esteemed president, this sentence and comment does not exist." This sort of inelegant lie should be a warning to anyone who tries to understand Iran through the words of their spokesmen. You have to watch their feet, not their lips. Thus, for example, the pathetic charade over the upcoming elections — a charade that has produced an incredible quantity of misreportage — has been portrayed exactly as the mullahs want: as an important power struggle between "hard liners" and "reformers." The "hard liners" dissed several thousand would-be candidates for the February 20 parliamentary elections, including some sitting "reformers," and many of the parliamentarians have been protesting. On occasion, they have announced their resignations (although they are still there, debating and protesting).

If you ignore the rhetoric and just watch the behavior, you will see that it all signifies nothing, as the Iranian people know full well. Foreign journalists have been baffled by the near-total indifference of the populace to what the journalists see as a really big story, but their bafflement only bespeaks their own lack of understanding. There is no real power struggle, because all effective power is in the hands of the two main thugs: Supreme Leader Ali Khamenei and his henchman Akhbar Rafsanjani. The others, most decidedly including the esteemed president, do not matter at all. They hold no power, they can do nothing for the oppressed Iranian people, and the people know it. Recent polling in Tehran suggests that less than 15 percent of the electorate plans to go to the polls on election day, and even that number may be high.

The most likely explanation for the passionate protests is quite mundane: In a country reduced to economic misery, where workers are not paid for months on end, a government job is a miracle well worth fighting for. Has no one noticed that some 9,000 people signed up to run for a few hundred seats in the Majlis? Why such an enormous number? Because those are paying jobs, and paying jobs in Iran nowadays are hard to come by.

Despite the cheery words from Foggy Bottom and the eager appeasement from Capitol Hill, the Iranian regime is at war with us. The talk about "improved relations" has a double objective: to delay our support for democratic revolution in Iran, and to discourage the democratic revolutionaries b showing them that even the ferocious Bush administration is seeking a modus vivendi with the regime itself.

Our diplomats have it wrong. Sanchez and Najmeddine are the reliable sources. We will never get a firm grip on Iraq until the regime is changed in Tehran.

Faster, please.

An Essential War
Ousting Saddam was the only option.

We have struggled with terrorism for a long time. In the Reagan administration, I was a hawk on the subject. I said terrorism is a big problem, a different problem, and we have to take forceful action against it. Fortunately, Ronald Reagan agreed with me, but not many others did. (Don Rumsfeld was an outspoken exception.)
In those days we focused on how to defend against terrorism. We reinforced our embassies and increased our intelligence effort. We thought we made some progress. We established the legal basis for holding states responsible for using terrorists to attack Americans anywhere. Through intelligence, we did abort many potential terrorist acts. But we didn't really understand what motivated the terrorists or what they were out to do.

In the 1990s, the problem began to appear even more menacing. Osama bin Laden and al Qaeda were well known, but the nature of the terrorist threat was not yet comprehended and our efforts to combat it were ineffective. Diplomacy without much force was tried. Terrorism was regarded as a law enforcement problem and terrorists as criminals. Some were arrested and put on trial. Early last year, a judge finally allowed the verdict to stand for one of those convicted in the 1993 World Trade Center bombing. Ten years! Terrorism is not a matter that can be left to law enforcement, with its deliberative process, built-in delays, and safeguards that may let the prisoner go free on procedural grounds.

Today, looking back on the past quarter century of terrorism, we can see that it is the method of choice of an extensive, internationally connected ideological movement dedicated to the destruction of our international system of cooperation and progress. We can see that the 1981 assassination of President Anwar Sadat, the 1993 bombing of the World Trade Center, the 2001 destruction of the Twin Towers, the bombs on the trains in Madrid, and scores of other terrorist attacks in between and in many countries, were carried out by one part or another of this movement. And the movement is connected to states that develop awesome weaponry, with some of it, or with expertise, for sale.

What should we do? First and foremost, shore up the state system.

The world has worked for three centuries with the sovereign state as the basic operating entity, presumably accountable to its citizens and responsible for their well-being. In this system, states also interact with each other--bilaterally or multilaterally--to accomplish ends that transcend their borders. They create international organizations to serve their ends, not govern them.

Increasingly, the state system has been eroding. Terrorists have exploited this weakness by burrowing into the state system in order to attack it. While the state system weakens, no replacement is in sight that can perform the essential functions of establishing an orderly and lawful society, protecting essential freedoms, providing a framework for fruitful economic activity, contributing to effective international cooperation, and providing for the common defense.





I see our great task as restoring the vitality of the state system within the framework of a world of opportunity, and with aspirations for a world of states that recognize accountability for human freedom and dignity.
All established states should stand up to their responsibilities in the fight against our common enemy, terror; be a helpful partner in economic and political development; and take care that international organizations work for their member states, not the other way around. When they do, they deserve respect and help to make them work successfully.

The civilized world has a common stake in defeating the terrorists. We now call this what it is: a War on Terrorism. In war, you have to act on both offense and defense. You have to hit the enemy before the enemy hits you. The diplomacy of incentives, containment, deterrence and prevention are all made more effective by the demonstrated possibility of forceful pre-emption. Strength and diplomacy go together. They are not alternatives; they are complements. You work diplomacy and strength together on a grand and strategic scale and on an operational and tactical level. But if you deny yourself the option of forceful pre-emption, you diminish the effectiveness of your diplomatic moves. And, with the consequences of a terrorist attack as hideous as they are--witness what just happened in Madrid--the U.S. must be ready to pre-empt identified threats. And not at the last moment, when an attack is imminent and more difficult to stop, but before the terrorist gets in position to do irreparable harm.

Over the last decade we have seen large areas of the world where there is no longer any state authority at all, an ideal environment for terrorists to plan and train. In the early 1990s we came to realize the significance of a "failed state." Earlier, people allowed themselves to think that, for example, an African colony could gain its independence, be admitted to the U.N. as a member state, and thereafter remain a sovereign state. Then came Somalia. All government disappeared. No more sovereignty, no more state. The same was true in Afghanistan. And who took over? Islamic extremists. They soon made it clear that they regarded the concept of the state as an abomination. To them, the very idea of "the state" was un-Islamic. They talked about reviving traditional forms of pan-Islamic rule with no place for the state. They were fundamentally, and violently, opposed to the way the world works, to the international state system.

The United States launched a military campaign to eliminate the Taliban and al Qaeda's rule over Afghanistan. Now we and our allies are trying to help Afghanistan become a real state again and a viable member of the international state system. Yet there are many other parts of the world where state authority has collapsed or, within some states, large areas where the state's authority does not run.

That's one area of danger: places where the state has vanished. A second area of danger is found in places where the state has been taken over by criminals or warlords. Saddam Hussein was one example. Kim Jong Il of North Korea is another.

They seize control of state power and use that power to enhance their wealth, consolidate their rule and develop their weaponry. As they do this, and as they violate the laws and principles of the international system, they at the same time claim its privileges and immunities, such as the principle of non-intervention into the internal affairs of a legitimate sovereign state. For decades these thugs have gotten away with it. And the leading nations of the world have let them get away with it.

This is why the case of Saddam Hussein and Iraq is so significant. After Saddam Hussein consolidated power, he started a war against one of his neighbors, Iran, and in the course of that war he committed war crimes including the use of chemical weapons, even against his own people.

About 10 years later he started another war against another one of his neighbors, Kuwait. In the course of doing so he committed war crimes. He took hostages. He launched missiles against a third and then a fourth country in the region.

That war was unique in modern times because Saddam totally eradicated another state, and turned it into "Province 19" of Iraq. The aggressors in wars might typically seize some territory, or occupy the defeated country, or install a puppet regime; but Saddam sought to wipe out the defeated state, to erase Kuwait from the map of the world.

That got the world's attention. That's why, at the U.N., the votes were wholly in favor of a U.S.-led military operation--Desert Storm--to throw Saddam out of Kuwait and to restore Kuwait to its place as a legitimate state in the international system. There was virtually universal recognition that those responsible for the international system of states could not let a state simply be rubbed out.

When Saddam was defeated, in 1991, a cease-fire was put in place. Then the U.N. Security Council decided that, in order to prevent him from continuing to start wars and commit crimes against his own people, he must give up his arsenal of "weapons of mass destruction."

Recall the way it was to work. If Saddam cooperated with U.N. inspectors and produced his weapons and facilitated their destruction, then the cease-fire would be transformed into a peace agreement ending the state of war between the international system and Iraq. But if Saddam did not cooperate, and materially breached his obligations regarding his weapons of mass destruction, then the original U.N. Security Council authorization for the use of "all necessary force" against Iraq--an authorization that at the end of Desert Storm had been suspended but not cancelled--would be reactivated and Saddam would face another round of the U.S.-led military action against him. Saddam agreed to this arrangement.

In the early 1990s, U.N. inspectors found plenty of materials in the category of weapons of mass destruction and they dismantled a lot of it. They kept on finding such weapons, but as the presence of force declined, Saddam's cooperation declined. He began to play games and to obstruct the inspection effort.

By 1998 the situation was untenable. Saddam had made inspections impossible. President Clinton, in February 1998, declared that Saddam would have to comply with the U.N. resolutions or face American military force. Kofi Annan flew to Baghdad and returned with a new promise of cooperation from Saddam. But Saddam did not cooperate. Congress then passed the Iraq Liberation Act by a vote of 360 to 38 in the House of Representatives; the Senate gave its unanimous consent. Signed into law on October 31, it supported the renewed use of force against Saddam with the objective of changing the regime. By this time, he had openly and utterly rejected the inspections and the U.N. resolutions.

In November 1998, the Security Council passed a resolution declaring Saddam to be in "flagrant violation" of all resolutions going back to 1991. That meant that the cease-fire was terminated and the original authorization for the use of force against Saddam was reactivated. President Clinton ordered American forces into action in December 1998.

But the U.S. military operation was called off after only four days--apparently because President Clinton did not feel able to lead the country in war at a time when he was facing impeachment.

So inspections stopped. The U.S. ceased to take the lead. But the inspectors reported that as of the end of 1998 Saddam possessed major quantities of WMDs across a range of categories, and particularly in chemical and biological weapons and the means of delivering them by missiles. All the intelligence services of the world agreed on this.

From that time until late last year, Saddam was left undisturbed to do what he wished with this arsenal of weapons. The international system had given up its ability to monitor and deal with this threat. All through the years between 1998 and 2002 Saddam continued to act and speak and to rule Iraq as a rogue state.

President Bush made it clear by 2002, and against the background of 9/11, that Saddam must be brought into compliance. It was obvious that the world could not leave this situation as it was. The U.S. made the decision to continue to work within the scope of the Security Council resolutions--a long line of them--to deal with Saddam. After an extended and excruciating diplomatic effort, the Security Council late in 2002 passed Resolution 1441, which gave Saddam one final chance to comply or face military force. When on December 8, 2002, Iraq produced its required report, it was clear that Saddam was continuing to play games and to reject his obligations under international law. His report, thousands of pages long, did not in any way account for the remaining weapons of mass destruction that the U.N. inspectors had reported to be in existence as of the end of 1998. That assessment was widely agreed upon.

That should have been that. But the debate at the U.N. went on--and on. And as it went on it deteriorated. Instead of the focus being kept on Iraq and Saddam, France induced others to regard the problem as one of restraining the U.S.--a position that seemed to emerge from France's aspirations for greater influence in Europe and elsewhere. By March of 2003 it was clear that French diplomacy had resulted in splitting NATO, the European Union, and the Security Council . . . and probably convincing Saddam that he would not face the use of force. The French position, in effect, was to say that Saddam had begun to show signs of cooperation with the U.N. resolutions because more than 200,000 American troops were poised on Iraq's borders ready to strike him; so the U.S. should just keep its troops poised there for an indeterminate time to come, until presumably France would instruct us that we could either withdraw or go into action. This of course was impossible militarily, politically, and financially.

Where do we stand now? These key points need to be understood:

? There has never been a clearer case of a rogue state using its privileges of statehood to advance its dictator's interests in ways that defy and endanger the international state system.

? The international legal case against Saddam--17 resolutions--was unprecedented.

? The intelligence services of all involved nations and the U.N. inspectors over more than a decade all agreed that Saddam possessed weapons of mass destruction that posed a threat to international peace and security.

? Saddam had four undisturbed years to augment, conceal, disperse, or otherwise deal with his arsenal.

? He used every means to avoid cooperating or explaining what he has done with them. This refusal in itself was, under the U.N. resolutions, adequate grounds for resuming the military operation against him that had been put in abeyance in 1991 pending his compliance.

? President Bush, in ordering U.S. forces into action, stated that we were doing so under U.N. Security Council Resolutions 678 and 687, the original bases for military action against Saddam Hussein in 1991. Those who criticize the U.S. for unilateralism should recognize that no nation in the history of the United Nations has ever engaged in such a sustained and committed multilateral diplomatic effort to adhere to the principles of international law and international organization within the international system. In the end, it was the U.S. that upheld and acted in accordance with the U.N. resolutions on Iraq, not those on the Security Council who tried to stop us.





The question of weapons of mass destruction is just that: a question that remains to be answered, a mystery that must be solved. Just as we also must solve the mystery of how Libya and Iran developed menacing nuclear capability without detection, of how we were caught unaware of a large and flourishing black market in nuclear material--and of how we discovered these developments before they got completely out of hand and have put in place promising corrective processes. The question of Iraq's presumed stockpile of weapons will be answered, but that answer, however it comes out, will not affect the fully justifiable and necessary action that the coalition has undertaken to bring an end to Saddam Hussein's rule over Iraq. As Dr. David Kay put it in a Feb. 1 interview with Chris Wallace, "We know there were terrorist groups in state still seeking WMD capability. Iraq, although I found no weapons, had tremendous capabilities in this area. A marketplace phenomena was about to occur, if it did not occur; sellers meeting buyers. And I think that would have been very dangerous if the war had not intervened."
When asked by Mr. Wallace what the sellers could have sold if they didn't have actual weapons, Mr. Kay said: "The knowledge of how to make them, the knowledge of how to make small amounts, which is, after all, mostly what terrorists want. They don't want battlefield amounts of weapons. No, Iraq remained a very dangerous place in terms of WMD capabilities, even though we found no large stockpiles of weapons."

Above all, and in the long run, the most important aspect of the Iraq war will be what it means for the integrity of the international system and for the effort to deal effectively with terrorism. The stakes are huge and the terrorists know that as well as we do. That is the reason for their tactic of violence in Iraq. And that is why, for us and for our allies, failure is not an option. The message is that the U.S. and others in the world who recognize the need to sustain our international system will no longer quietly acquiesce in the take-over of states by lawless dictators who then carry on their depredations--including the development of awesome weapons for threats, use, or sale--behind the shield of protection that statehood provides. If you are one of these criminals in charge of a state, you no longer should expect to be allowed to be inside the system at the same time that you are a deadly enemy of it.

Sept. 11 forced us to comprehend the extent and danger of the challenge. We began to act before our enemy was able to extend and consolidate his network.

If we put this in terms of World War II, we are now sometime around 1937. In the 1930s, the world failed to do what it needed to do to head off a world war. Appeasement never works. Today we are in action. We must not flinch. With a powerful interplay of strength and diplomacy, we can win this war.

Awaking to a Dream

have a confession to make: I am the foreign affairs columnist for The New York Times and I didn't listen to one second of the 9/11 hearings and I didn't read one story in the paper about them. Not one second. Not one story.

Lord knows, it's not out of indifference to 9/11. It's because I made up my mind about that event a long time ago: It was not a failure of intelligence, it was a failure of imagination. We could have had perfect intelligence on all the key pieces of 9/11, but the fact is we lacked — for the very best of reasons — people with evil enough imaginations to put those pieces together and realize that 19 young men were going to hijack four airplanes for suicide attacks against our national symbols and kill as many innocent civilians as they could, for no stated reason at all.

Imagination is on my mind a lot these days, because it seems to me that the only people with imagination in the world right now are the bad guys. As my friend, the Middle East analyst Stephen P. Cohen, says, "That is the characteristic of our time — all the imagination is in the hands of the evildoers."

I am so hungry for a positive surprise. I am so hungry to hear a politician, a statesman, a business leader surprise me in a good way. It has been so long. It's been over 10 years since Yitzhak Rabin thrust out his hand to Yasir Arafat on the White House lawn. Yes, yes, I know, Arafat turned out to be a fraud. But for a brief, shining moment, an old warrior, Mr. Rabin, stepped out of himself, his past, and all his scar tissue, and imagined something different. It's been a long time.

I have this routine. I get up every morning around 6 a.m., fire up my computer, call up AOL's news page and then hold my breath to see what outrage has happened in the world overnight. A massive bombing in Iraq or Madrid? More murderous violence in Israel? A hotel going up in flames in Bali or a synagogue in Istanbul? More U.S. soldiers killed in Iraq?

I so hunger to wake up and be surprised with some really good news — by someone who totally steps out of himself or herself, imagines something different and thrusts out a hand.

I want to wake up and read that President Bush has decided to offer a real alternative to the stalled Kyoto Protocol to reduce global warming. I want to wake up and read that 10,000 Palestinian mothers marched on Hamas headquarters to demand that their sons and daughters never again be recruited for suicide bombings. I want to wake up and read that Crown Prince Abdullah of Saudi Arabia invited Ariel Sharon to his home in Riyadh to personally hand him the Abdullah peace plan and Mr. Sharon responded by freezing Israeli settlements as a good-will gesture.

I want to wake up and read that General Motors has decided it will no longer make gas-guzzling Hummers and President Bush has decided to replace his limousine with an armor-plated Toyota Prius, a hybrid car that gets over 40 miles to the gallon.

I want to wake up and read that Dick Cheney has apologized to the U.N. and all our allies for being wrong about W.M.D. in Iraq, but then appealed to our allies to join with the U.S. in an even more important project — helping Iraqis build some kind of democratic framework. I want to wake up and read that Tom DeLay called for a tax hike on the rich in order to save Social Security and Medicare for the next generation and to finance all our underfunded education programs.

I want to wake up and read that Justice Antonin Scalia has recused himself from ruling on the case involving Mr. Cheney's energy task force when it comes before the Supreme Court — not because Mr. Scalia did anything illegal in duck hunting with the V.P., but because our Supreme Court is so sacred, so vital to what makes our society special — its rule of law — that he wouldn't want to do anything that might have even a whiff of impropriety.

I want to wake up and read that Mr. Bush has announced a Manhattan Project to develop renewable energies that will end America's addiction to crude oil by 2010. I want to wake up and read that Mel Gibson just announced that his next film will be called "Moses" and all the profits will be donated to the Holocaust Museum.

Most of all, I want to wake up and read that John Kerry just asked John McCain to be his vice president, because if Mr. Kerry wins he intends not to waste his four years avoiding America's hardest problems — health care, deficits, energy, education — but to tackle them, and that can only be done with a bipartisan spirit and bipartisan team.
